Description


The CIRT has a key role to play in supporting the Government of the Kyrgyz Republic in addressing cybersecurity-related issues at the national level as this pertains to preparing for, detecting, managing, and responding to cyber incidents if and when they occur. However, implementing an incident management mechanism requires consideration for funding, human resources, training, technological capability, government and private sector relationships, and legal requirements. 


Taking the foregoing into consideration, developing countries, with limited human, institutional and financial resources face particular challenges in elaboration and implementation of national policies and frameworks for cybersecurity and critical information infrastructure protection. This project is expected to increase national cybersecurity capacity while moving forward on enhancing regional and international collaboration. The main goal of the project is to assist the Ministry of Digital Development of the Kyrgyz Republic (MDD), to assess their current cybersecurity capabilities and to establish its Computer Incident Response Team (CIRT), to serve as a trusted, central coordination point of contact for cybersecurity, aimed at identifying, defending responding and managing cyber threats.

Achievements
  1. 1. Implementation of a Functional CIRT: A comprehensive CIRT was established, providing essential cybersecurity services such as event and incident management, vulnerability management, and situational awareness. This includes monitoring, analysis, coordination, and support for crisis management, significantly enhancing Kyrgyzstan's cybersecurity capabilities. 

  1. 2. Enhanced Cybersecurity Expertise: The project has led to improved national expertise in cybersecurity, preparing the country better for identifying, preventing, responding to, and resolving cyber incidents. It has also supported the development of national training programs and awareness initiatives to protect the national digital infrastructure. 

  1. 3. Increased Preparedness for Cyber Incidents: Through the project's efforts, there is now a more capable and efficient CIRT ready to address cyber-attacks on critical information infrastructure, acting as a trusted advisor on cybersecurity matters. 

  1. 4. Key Performance Indicators Met: The project successfully established the CIRT in Kyrgyzstan, trained at least five government officials to manage it, and developed a roadmap for building a national culture of cybersecurity. This has laid the groundwork for a more secure digital environment in the country.
